On the basis of the recent RCPAR Survey amongst the network members and the analysis of development needs in the region regarding the area of public administration reform, four specific thematic areas have been identified. These areas are:

1) Policy Making and Coordination

2) Public Finance Management

3) Public Sector Organization and Staffing

4) Public Service Delivery

 They reflect the demand-driven nature of the RCPAR and are closely related to particular needs and interests of the RCPAR network members.

At this moment, RCPAR is preparing concrete Strategy Papers for each of the thematic areas which will further elaborate on the focus and the strategic intentions. Moreover, RCPAR aims to develop four thematic networks or Communities of Practice that would correspond to the four thematic areas - to enhance cooperation, foster innovation and dissemination of best practices, and facilitate the development of demand-driven activities through the active involvement of the network in regional programming.
