Bi-Annual Regional Survey

The Bi-Annual Regional Survey conducted by the Centre focuses on the state of public administration reform in the region. The methodology for information-gathering is based on the circulation of a detailed questionnaire throughout the Network of National Coordinators and Focal Points. However, participation is not limited to network members. On the contrary, existing members are strongly encouraged to invite relevant individuals and institutions from outside the network to contribute with information and innovative ideas.

The survey serves several purposes: in addition to gathering information on the status of public administration reform across the region, it is also an instrument to engage with the network for generating demand and activating the membership base. Finally, the survey also aims at assessing how regional co-operation can be leveraged to respond to a variety of challenges.

The Survey conducted amongst RCPAR network members in 2007 rendered considerable insights into the current state of affairs in public administration reform. The second, scheduled for autumn 2009, is designed to further validate the needs in the area of public administration reform along the RCPAR thematic areas, taking into account the effects of the financial crisis on the public administration reform effort.
